The underground floor is accessible to public but you need to enter from the rear of the building. Accessing other levels you need a code for the security gates. I usually wait for someone to come in and pretend to be a resident and walk behind them. Find a side gate not the main gate where security usher stands. The roof is also open to public. Take train to Yau Ma Tei station and walk to Oi Man estate. Its about 25 min walk and there are some uphills so take it easy.
