The High Line Park at Meatpacking District in New York City has such a relaxed atmosphere and there are so many opportunities to just sit down and chill out. In terms of photography, this park isn't the best place to be, because usually there are many people in a small area and no tripods are allowed.
An exceptional case is people or wedding photography, which can work out pretty well.
