When you have accessed the rooftop bar the receptionist will ask you, weather you want to access the rooftop bar for an extra 300 CZK per head including a glass of champagne or the regular rooftop area which doesn't offer the view.
If you want to have the view on the square with the astronomical clock you need to pay.
There might be a queue of people taking duckface selfies for their social media accounts. Once it is your turn you can even use the tripod to take longexposure photos.

You need to head to the Hotel U Prince and access to the rooftop bar.
By the way it also has an amazing cave bar in which you are not allowed to take pictures. It is worth going there for a romantic apero or degestif drink. ;)
