There are many nice viewpoints; Standing in the middle of traffic on a tiny cement walkway patch large enough for 2 people maximum, no ability for tripod. From the sidewalk right next to it you get a completely different image.
Walk around a bit to find the image that works for you.

Street parking in Paris is next to impossible, but there are several parking structures in the vicinity.
The metro in Paris is very good, the Arc de Triomphe is serviced by four different metro lines.
