Twice a year ther is a period of time when the sun sets behind the water tower from this position. Maybe you are able to catch a evening red like I did. Round about 35 mm full frame lense is the best option I think.
A longer exposure is quiet a good idea. Maybe test out to shot a little bit shorter than 1 sec. is also a option, when the illumination of the lights started. Make sure to take a lot of pictures to be able to get rid of all the people in post processing, if you want to transform your picture to a nice fine-art image.
