It's a basketball hoop mounted to the top of a 4-floor building. Though I've never been there for sunrise, you may get a nice shot up with colored clouds reflecting in the black of the building.

Photography Tips

It's not perfect symmetrical. So shooting straight up won't give you a pleasing picture. But the clouds can be reflected beautiful.

Take the Tram to Karolinenplatz, from there you can see it looking to the north-west.
