It is not mandatory, but I think Saturday morning is ideal for a visit. The Marsaxlokk market takes place every Saturday and is one of the most important in Malta. So be prepared for a lot of visitors.
For photography you don't need anything special except a wider lens and some patience to catch a few seconds without people in front of the building.
