Although this spot is located in the seedy part of Amsterdam, there is absolutely no problem walking around and/or photographing. There will be hordes of tourists doing the same. The normal precautions are always advisable but there should be no fear. Probably one of the most photographed areas of Amsterdam because of the contrasts and authenticity and lights.
Photography Tips
If you walk up the street towards Amsterdam Centraal, you will reach a restaurant. Then you can walk down to a small landing behind the tables (I believe it's the access to the restrooms) that will provide you with an unobstructed view.
Sunset and blue hour should be good, and long exposures (ND filters) will give you a good reflection (with long exposure).
