This is the Corrubedo Lighthouse, one of the most western lighthouses in Europe.
Though there is no wind, the surf can be strong. Wave after wave explodes against the wildly jagged cliffs. The closer the sun gets to sinking below the horizon, the more the spray glows orange and pink.

Photography Tips
Be patient, not just for the light, but also because the place is usually super crowded with people. You may need to do some sort of blending in Photoshop to be able to remove them.
