Buelna is a very small village next to the Autovia del Cantábrico. Drive the narrow streets towards the coast. At the end of the village there is a no-passing sign, but the road continues to the bay and there is also parking. In spring it was empty and no problem to drive through, but I think in the summer season this will not be possible.
