In Palm Jumeirah there is a long promenade, with parking spaces right next to it, from where you can see the Burj Khalifa area, as well as the area near the Burj Al Arab. The pin that I placed on the map is not exact, but indicative, because depending on what you want to capture in the frame, you can move further left or further right.
Photography Tips
Tip 1: a lens of at least 50mm will help.
Tip 2: a tripod is a must if you go at sunset and plan to stay for a few night shots.
Tip 3: go there about 30 min before sunset. This way you will have time to find a composition (or several) that you like. The sun sets behind you, so you can take full advantage of the sunset light, meaning that the image will be evenly lit.
Considering that the examples are good, the attached photos were taken with 115mm (Burj al Arab) and 230 mm (panorama).

Travel Information
I used taxi/Uber, but for those who use a car, I'm sure you will find parking spaces. I have no idea if there is public transportation in that area.
