This is Great Falls Nationalpark in Maryland/Virginia.
You have access from both states to this Park. It is very beautiful and just half an hour from Washington D.C. Its worth the drive to go there! So beautiful. You can see Waterfalls, Creeks, Wildlife like Birds, Turtles, Squirrels, Bald Eagles, Vultures, Owls. It is beautiful!

You need to have a tripod and a neutral density filter for that.

Parking is available at the Parking lots.
Great Falls is a Nationalpark where you have to pay 5 to 10$ entrance fee, or for free if you have an annual pass for all nationalparks (you can buy that for 80 at every nationalpark what i did for example)
