Tripod and neutral density filter definitely help for achieving that silky long exposure effect.
Travel Information
Pretty much a roadside waterfall, but a spectacular one at that. Easy parking nearby within a couple minutes' walk, although it might fill up at peak times for the limited space.
You cannot miss Bald River Falls from the road, my "walkaround" 24-105mm lens was able to crop in close for this view. Just exercise common sense caution, and mind oncoming cars when photographing this waterfall from the road / bridge.
