Photography Tips
The lights come on daily after dark. 100-200mm on a Full Frame camera is a good focal length to frame the building. If you bring a tripod and some neutral density filters, you can get the water very still, and maybe capture some nice clouds.
Travel Information
Park near the Philadelphia Art Museum (or Uber it from the Philly train station) and find your way to the Fairmount Water Works by the river, below the museum. It's a historic building with a nice walking area. Facing the Water Works, go all the way to the left, and you will see stairs to take you closer to the water.
