The St. Peter's Basilica in Rome (or more exactly in Vatican City) offers an amazing view over the city. The entrance is free, but exhausting to walk up there. It's worth the walk, but please don't do it if you have claustrophobia, because the stairs are extremly narrow.

Prior to this I wasn't aware of that too, but the view over Rome is just fantastic and worth the exhausting walk up there.
