The St. Peter's Basilica in Rome (or more exactly in Vatican City) offers an amazing view over the city. The entrance is free, but exhausting to walk up there. It's worth the walk, but please don't do it if you have claustrophobia, because the stairs are extremly narrow.
You can take the bus to get near St. Peter's Square.
