This is a perfect spot to get those crazy leading lines that go to infinity. During the winter time, this spot is perfect as you are not directly facing the sunset and you can get some great light on the posts.
To get that milky water look you have to go for a longer exposure. I did not have an ND filter available so I went with a 16-photo blending method that I learned from (https://iso.500px.com/taking-long-exposure-photos-without-a-tripod-or-nd-filters/) to achieve this shot. I wanted to get that milky water effect but also did not want to lose the amazing light that I was getting on the posts from the sunset. So I would suggest using an ND filter or the method linked below to achieve this.
Take the 109 Tram to the last stop Beacon Cove. Walk along the water to the pier.
