Canada Bald Eagles at Signal Hill in St. John's
Start the “Ladies' Lookout trail” from the upper parking lot and walk up the stairs to the first viewpoint. Follow the path for another five minutes or so and you will reach another lookout point. From there, looking down towards Cuckold's Cove, you can see a nest of bald eagles. It is not used every year for the offspring, but there is a high probability of being able to observe the adults at close range.
Foxes are also seen there very often.

Photography Tips
Be alert and keep an eye on your surroundings. The eagles can appear from any direction and when you least expect it, they will fly over your head from behind. :-)
My telephoto lens 100-500mm (on full frame) was too close a few times, but is very often the right choice.
