I had seen this building on my first trip to Venice, but unfortunately due to some construction materials that had been left in front, it was impossible to photograph it. But I hadn't forgotten it...
The Arsenale Nord area in Venice is not a "neighborhood" in the classic sense, but part of the historical complex of the Arsenale di Venezia, located on the eastern edge of the city. It is essentially the northern part of the old shipbuilding complex, an area that for centuries was the industrial heart of Venice.
On the building (which is part of the shipbuilding complex) there is the inscription "Riparto Bacini da Raddobbo" which means something like "Ship repair tank section". In other words, it was the area where ships were not built from scratch but were put in for maintenance, repairs or renovation before going back to sea.

You can get there by water bus (vaporreto). You will get off at the station "bacini".
