USA Russian Hill
There are a couple of accessible views of Coit Tower on Telegraph Hill from Russian Hill. One is from the top of the famous twisty part of Lombard Street. The other is from two blocks over on Filbert Street.
Photography Tips
You need a long lens in the range 200-300mm depending on whether you shoot full frame or 2/3 APS-C.
As with much of San Francisco, there are lots of obstacles to deal with - e.g. cables, poles, buildings, construction cranes, etc. Some you can crop and some you can remove in post editing.
Daytime shots can be interesting too, but I prefer just after sunset for this view.
For this shot, it took a few months of planning and watching the sun/moon cycles and timing.

Travel Information
It is a tedious drive through the city but usually you can find a parking space for up to 2 hours. Of course, there are plenty of Uber or Lyft drivers around who would love your business.
